Michael J. Garcia
Michael J. Garcia serves as Vice President of Human Resources for GVTC, bringing more than 25 years of executive HR leadership experience to the cooperative. He oversees all areas of human resources, including talent acquisition, employee relations and benefits, performance management, workforce planning, leadership development, and internal communications. He also oversees workplace facilities, safety, and fleet operations. In his role, he works closely with GVTC’s executive leadership team to ensure the company’s organizational structure, talent strategy, and employee engagement efforts support continued growth and innovation.
Mr. Garcia focuses on strengthening organizational design and developing leaders who can support GVTC’s long-term success. He is committed to fostering a workplace culture that reflects GVTC’s values and reinforces collaboration and accountability across the organization. He also serves as executive sponsor of the GVTC Board of Directors’ Safety & Security Committee.
Prior to joining GVTC, Mr. Garcia held senior leadership roles with Lewis Energy Group, XLHealth, Kimberly-Clark Healthcare through Accenture, and 3M (formerly KCI). Throughout his career, he has managed multi-state and international HR teams, driven rapid workforce growth, and implemented enterprise HR systems to improve organizational performance.
Mr. Garcia holds a bachelor’s degree in Human Resource Management from The University of Texas at San Antonio and maintains Senior Professional in Human Resources (SPHR) and Professional in Human Resources (PHR) certifications. He also holds a Leadership Development and Succession Strategy designation and is a member of the Society for Human Resource Management.
